Throughout a video session, this metric tracks each bitrate switch partition within the session. In this example, two bitrate switches divide a video session into three bitrate partitions with bitrates (B1, B2, B3). The lifetime number of bitrate switches per session is equal to the sum of the bitrate switches per session, in this example two bitrate switches.
For aggregation, this metric shows the average of all the bitrate switches during the selected interval, that is the sum of the bitrates switches for the ended plays divided by the number of the ended plays for the sessions.
Bitrate Switches is an 'Ended' type metric that is calculated only for the sessions that have ended during the selected interval.

Ended Plays vs Bitrate Switches Distribution: a distribution by preset buckets, where each bucket is the number of Bitrate Switches that occurred for the respective amount of Ended Plays.

This distribution can help the publishers understand how often the bitrate switches occurred during the ended play buckets, so you can highlight the anomalies with excessive switching.
You can use metric filtering to diagnose only the sessions that had high percentage of dropped frames. For more details on metric filters, see Metric filtering.
